Problem description:
Framework Clear All Linked/Set All Link + individual staff link setting need to operate on end of system. Currently for the end of each system there is always a link joining the staffs for multistaff systems. (Should only be for the start of the system.) pr350.avrella pr350.gif

Need to update OnFormatCurrentMeasure to scrap disable modification for end of system link. Also mods to CavrView::DrawStaff required.

Modified OnFormatCurrentMeasure and CAvrView::DrawStaff() plus added further tests to Format Current Measure Tests section to verify.

Draws hanging end line for last system for case where a previous measure in last system marked as Last Measure.

Moved section of code in DrawStaff() which draws the last link up into block where check made whether measure to be processed is not beyond
GetMaxMeasNoDisp() - if so do not draw link
